Free and Premium listeners both count towards monthly listeners. They differ in what they pay you, not in whether they count as reach.
Reach is tier-blind
The listener count does not distinguish between a free account and a subscription. A free listener who plays your track for thirty seconds counts exactly the same as a paying one.
That is why a large reach number is not a revenue forecast. If most of your listeners are on the free tier, your per-stream rate will be lower.
Why the revenue differs
Streaming royalties are pooled. Subscription revenue is divided among rights holders according to share of plays, and free-tier plays bring less revenue into the pool. The same play therefore contributes differently depending on where it came from.
